I am sorry to hear about the problems you are having with your Westie.  Please take her to see your vet, as it is impossible to comment on what might be happening without knowing more about her, or being able to examine her.  Your vet will want to rule out possible causes of infection, such as bacteria, yeasts or parasites as a first step.  If this is unsuccessful then they may want to go on to run further tests, but rest assured that many of these can be done without the need for any discomfort or distress on the part of your pet and your vet should be able to give something to calm her symptoms straight away.  I suspect that you may be worried about the possibility of allergic skin disease, as this is a condition often associated with the breed.  However, I would not jump to any conclusions as there are many other conditions that can cause similar symptoms, and are at least as likely in such a young dog.  Good luck and I hope she feels better soon.
